Cross-Platform Application in Alaska

What are the possibilities of development, including debugging, cross-platform applications in Alaska (for mobile devices: smart phones, tablet computers, etc.)

There are no other possibilities for Xbase++, unless you create a web-based application and run it in a browser on the tablet.
The eXpress train is coming - and it has more cars.
