i don't think C:\WINDOWS\SYSTEM32 is a good place to put any Xbase++ DLL, like DCLIPX.DLL, into it.

use Xppload.EXE and check your Path and Environment if it point to Express++

You have an older eXpress++-version inside the windows folder. Remove it.
