Help file reader

I use language specific settings W8.1 (slovenian version) and can't install win32hlp.exe. Simply, instalation ends with message that 'this update is not valid for your computer'.
So I searched web and only found 'Help explorer', an old piece of software which is not showing complete pages and is useless at the end.

Maybe someone from Express comunity knows the solution?
